We arrived at around 2pm and then they stopped people from coming in. They did not allow us to come in since they said the museum is filled. If that was the case, they should have means to refund. They were the ones who decided to close for incoming visitors without a way to refund our money. That seems like just getting our money without options for refund. People will not always be available to go to Nagaoka to check it out again and will be turned away without notice.
